but can you not simply scp the secrets in the vps and move on until when it's time to consider something different?

There are tons of ways to SCP something, including using Perl, Bash, Python, Golang, Rust, you name it

why not? SCP is a secure protocol. you SCP into the container when it launch. not into the physical host

Scp is not a good option since I want to do it automatically, seems like I need to use a vault like hashicorp
