But if you compile a software and use it on the same pc, the performance is a lot better Why not for Linux?
optimizations happen during runtime, not only at compile time distributions already build the packages at the best possible, until you use distributions built for very low hardware specs
How a software can be optimized on different CPU architectures with difference capabilities?
Because x86_64 is x86_64 no matter where you go. Most capabilities exist on most processors. It used to be a thing, but it's become less of an issue in the last 15 years or so
